The laptops are merely convenient. They have nothing to do with intelligence or achievement and, in fact, may have negatively affected achievement. With the internet and a myriad of proxy providers, most students use 'research time' in class as an excuse to jump onto forums or play video games especially with Wikipedia and copy and paste at their fingertips.
If a person can recover from a failing grade with just eight hours of tutoring, he or she could have passed the class from the beginning. It takes more effort and concentration to learn six weeks' worth of material in only eight hours in two hours chunks after school (that is, another seven or eight hours of new material) then it does to learn six weeks' worth of material in, well, six weeks in fifty-ish minute chunks everyday.
In fact, the existence of such a remediation option encourages a student to put in less effort the first time around, like a reset button. It means the first attempt does not matter, so why should the student bother?
The basis of NHS is an example of excellence. Just like public figures such as the President or the Pope are held to certain standards, so are NHS members. If an action breaching the pillars of service, leadership, scholarship, and character is witness and not addressed, it weakens the authority of NHS as a whole.
